Our attorneys assist public sector clients in the interpretation and implementation of Pennsylvania statues, codes and regulations, and to provide practical and sound advice to resolving problems inherent in the public sector. Our Harrisburg office is strategically located in the state capital to assist with all of our clients' governmental and administrative needs.

Another important area of the firm's focus is in providing advice to individuals in estate planning and administration, family matters and employment matters. In doing so, the firm's attorneys work hard to provide the quality service expected by our clients, at a reasonable cost. The firm also offers clients a satellite location for doing business that may be more convenient to their needs. It is located near the Greater Pittsburgh International Airport.

Health Care Lawyers

Michael A. Cassidy, a shareholder in the firm's Business and Finance Group and chair of the firm's Health Care Practice Group,concentrates his practice in health care law, chairs the firm’s Health Care Practice Group, and is a member of the Employee Benefits Practice Group. For more than 25 years, Mike has devoted his practice primarily to the representation of physicians and other individual providers. His practice includes the fundamental business transactions relating to the formation and governance of healthcare entities, including PCs, LLCs, non-profit corporations, partnerships, medical staff and credentialing issues, and integrated delivery systems. Mike has extensive experience in third party reimbursement, managed care contracting, fraud and abuse, corporate compliance, tax exempt organization issues, HIPAA and transaction issues.



CramerRichard W. Cramer is a shareholder in the firm's Business and Finance Department. His practice is concentrated in the tax, business and health care areas where he represents individuals and business clients with respect to business, tax, health care, and financing matters, including selecting the appropriate form of business entity, buy-sell agreements, business acquisitions and dispositions, buying and selling physician practices, business succession, and the admission and withdrawal of business partners. He also is counsel to several tax-exempt organizations, including long term care facilities, with respect to tax exemption, unrelated business income tax and private foundation/public charity issues.

 

 

Albert S. Lee, a shareholder in the firm's Labor and Employment Practice Area, focuses his practice on representing management clients in the areas of labor, employment and workers’ compensation law since 1992.  Albert has an active practice which involves representing clients before government agencies and in both federal and state courts. His extensive administrative experience often takes him before the Equal Employment Opportunity Commission, the National Labor Relations Board, the Occupational Safety and Health Administration, as well as the State and Federal Workers’ Compensation and Unemployment Compensation Bureaus. As for his experience in federal and state court actions, Albert has defended employers in a wide range of cases including those involving sex, age, handicap and race discrimination, employment-at-will, wrongful discharge, the FMLA, and breach of contract.

  

J. Kent Culley, a shareholder in the firm's Business and Finance Department, focuses his practice in the area of corporate law, primarily in the health care field, representing health care providers, hospitals, closely held corporations and not-for-profit corporations including health care trade associations and foundations. Kent also assists in government relations issues and lobby activities on behalf of clients. Kent is a member of the firm's Health Care and Government Relations Practice Groups.

 

 



William T. Harvey, a shareholder in the firm's Business and Finance Department, has focused his practice for the past 20 years on business law. Much of Bill's practice focuses on advising clients in the healthcare industry. He advises business owners on planning matters, including business startups and corporate mergers and acquisitions, and counsels private and public companies on federal and state securities regulation, including private and public offerings of debt and equity securities.


 

 

 
Michelle L. Kopnski, an attorney in the firm's Business and Finance Group, concentrates her practice in the areas of corporate transactions, federal, state and local taxation and non-profit and tax-exempt entities. She counsels many clients in the healthcare industry on taxation matters.
 

 

 

  

Scott R. Leah is an attorney in the firm's Litigation Department and a member of the Health Care Practice Group. His practice consists of general civil litigation with an emphasis on commercial and employment litigation. He regularly represents and advises both employers and employees in a broad range of employment issues; including employment contracts, employee handbooks, restrictive covenants, gender, race, and age discrimination, unemployment compensation, family and medical leave, overtime regulations, and the ADA. Scott regularly counsels many clients in the healthcare industry.

 

 

Charles J. Vater concentrates his practice in the areas of estate and business planning. He is Chair of the firm's Estates and Trusts Practice Group. He represents a number of closely-held and family-owned businesses and professional corporations, with a focus on business succession planning. He advises the firm's business and health care clients on techniques and strategies for wealth accumulation and transfer. As part of his practice, Chuck also represents individuals in their admission as partners or shareholders in closely-held business. This representation includes the negotiation of preincorporation and shareholder contracts as well as buy/sell, employment and deferred compensation agreements.

 
 


Paul Welk focuses his practice in the areas of business and corporate law and healthcare law.  In this capacity, Paul represents physical therapists, physicians, dentists, not-for-profit organizations, professional organizations, closely held corporations and other healthcare providers.  He regularly advises clients on issues related to mergers and acquisitions, regulatory compliance matters, contract negotiation, risk management, and other related corporate and healthcare matters.


 

  


Lee Kim counsels clients on all aspects of Intellectual Property and HIPAA compliance. Lee is a member of the Allegheny County Bar Association, the American Intellectual Property Law Association, the Federal Circuit Bar Association, the American Bar Association – Health Law Section, Health Information and Management Systems Society, and the Pennsylvania eHealth Initiative.
